Port of Virginia Emissions Analysis¶
The air quality analysis for the Port of Virginia examines emissions from at-berth vessel operations across four primary marine terminals — Norfolk International Terminals, Virginia International Gateway, Portsmouth Marine Terminal, and Newport News Marine Terminal — and their impact on surrounding Hampton Roads communities.

No Comprehensive Port Emissions Inventory
The Virginia Port Authority has not published a comprehensive port-wide emissions inventory. Estimates rely on ICCT Port Emissions Screening data, vessel call frequency (3.7M TEUs annually), and EPA emission factors cross-referenced with comparable East Coast container ports. This introduces additional uncertainty compared to ports with EPA-partnered inventories.

Virginia DEQ operates continuous air quality monitoring stations across Hampton Roads, providing criteria pollutant data for port-adjacent communities:

The Hampton Roads monitoring network provides continuous regulatory-grade air quality data across the port impact zone. Unlike California ports with AB 617 community monitoring, Hampton Roads lacks hyperlocal resident-led air quality monitoring — creating a gap that FOIA-obtained DEQ internal monitoring data could partially fill.
