Oakland Emissions Analysis

The air quality analysis for the Port of Oakland examines emissions from ocean-going vessels at berth, port equipment, harbor craft, and drayage trucks — and their impact on West Oakland and surrounding communities. Oakland demonstrates that CARB's At-Berth Regulation delivers measurable emissions reductions at a mid-size port, not just at mega-complexes like LA/Long Beach.

NOx: The Remaining Challenge

While DPM reductions have reached 86% since 2005, NOx reductions stand at only 40% — from ~4,005 t/yr to ~2,400 t/yr. NOx is a precursor to secondary PM2.5 formation and ozone, meaning its health impacts extend far beyond the immediate port area. Expanded STAX barge-mounted capture (95% NOx removal) and CARB's 2027 tanker phase will address this gap.

The Bay Area Air Quality Management District (BAAQMD) operates air quality monitoring stations in and around the Port of Oakland area, with additional community-led monitoring providing hyperlocal data in West Oakland:

The West Oakland Environmental Indicators Project (WOEIP) pioneered resident-led air quality monitoring, including the landmark EDF/Google/Aclima hyperlocal pollution mapping published in Environmental Science & Technology.
